Angelyne E. Cooper is a Senior Counsel with Pannone Lopes Devereaux & O'Gara LLC and a member of the firm's Alternative Dispute Resolution and Special Masterships Teams. She focuses her practice in Prison Monitoring for the U.S. District Court, Eastern District of California, and is responsible for monitoring prison reform compliance and progress in the implementation of mandatory mental health screening, diagnosis and treatment of prisoners throughout the California prison system.

Attorney Cooper is a highly skilled civil attorney with significant experience representing individuals and public agencies on numerous legal matters before state and federal courts. From 2013 to 2018, she served as Legal Counsel for the Rhode Island Department of Labor & Training and was responsible for representing and advising the Department on various legal issues related to labor standards, apprenticeship, legislation, trade licensing laws, unemployment insurance, and other employment law matters. In 2015, while still with the Department and in addition to her role as Legal Counsel, she was appointed State Level Equal Opportunity Officer. In this position, she was responsible for conducting investigations into external discrimination complaints filed against the Department, oversaw the Department’s compliance with state and federal civil rights law, and served as the liaison with community groups on issues related to equal opportunity and diversity.

Attorney Cooper’s prior experience includes providing advice and counsel on a wide range of legal issues as an attorney for Rhode Island Legal Services and the City of Providence. She also served as Roger Williams University School of Law’s Moot Court Advisor and was a Law Clerk for the Honorable O. Rogeriee Thompson in the First Circuit Court of Appeals, where she was assigned matters dealing with a wide variety of legal issues including immigration, bankruptcy, federal tax code, SEC matters, habeas corpus, constitutional claims regarding the 1st, 4th, and 14th amendments, the Federal Torts Claim Act, and contracts.

Attorney Cooper earned her J.D. from Roger Williams University School of Law, cum laude, and served as President of the Black Law Students Association and a member of the Multi-Cultural Law Students Association.  She graduated summa cum laude with a Bachelor of Science in Criminal Justice from Utica College of Syracuse University, where she served as Chief Justice of the Student Senate and President of the Criminal Justice Student Association.

She is admitted to practice in Rhode Island, Massachusetts, New York, and the United States District Court for the District of Rhode Island, and is a member of the Rhode Island Bar Association, the Rhode Island Women’s Bar Association, the Rhode Island Thurgood Marshall Law Society, and the Rhode Island Hispanic Bar Association. In 2014, she was appointed by Governor Lincoln D. Chafee as a Commissioner for the Rhode Island Commission for Human Rights. Attorney Cooper is also a member of the Board of Directors of the Rhode Island Urban Debate League, where she has held several leadership positions.
